The next round of requests for CEDAP equipment will begin on April 25th, 2007. CEDAP is making CounterMeasures™ available at no cost to certain law enforcement, emergency response, and related organizations through a Department of Homeland Security (DHS) funded program called the Commercial Equipment Direct Assistance Program (CEDAP).

For successful applicants, CEDAP will purchase CounterMeasures™ software and supply it to the applicant organization, along with the training necessary to develop a basic level of proficiency with the product.

CounterMeasures™ is a software program that addresses Vulnerability and Risk assessments. It can be used to assess/inspect assets or infrastructure, then analyze, report, and manage the risks associated with those assets. It helps an organization understand and manage the risk to buildings, equipment, personnel, communication lines, or computer networks. Understanding the risk associated with those areas allows the organization to prioritize expenditures based on their threats and vulnerabilities and makes it better to efficiently mitigate the risks associated with their operations.

CounterMeasures™ can be used to asses risk associated with both safety and security efforts in many different environments includingphysical security/OSHA, critical infrastructure, information security, and seaport security risks.

What is CEDAP?
It is a $50,000,000 federal program to assist smaller communities in acquiring and using commercially available equipment to prevent, deter, and respond to terrorist attacks, as identified in state homeland security strategies. Receipt of equipment under the FY 2005 CEDAP is contingent upon the submission and approval of the on-line CEDAP application through the Responder Knowledge Base (RKB). CEDAP is a competitive program to which eligible organizations must submit a online request.

Who is eligible to receive CounterMeasures™ through CEDAP?
Eligible applicants include law enforcement agencies and other emergency responders who demonstrate in their application that the equipment will be used in working relationships with other first responders, to include, for example, plans for sharing of equipment, joint training or use of equipment, joint operational planning, etc . These jurisdictions will have to show that they have been unsuccessful in acquiring CEDAP equipment or funding for them through other DHS programs.

How do I apply to get CounterMeasures™ through CEDAP?

  • Step 1: Register on the Responder Knowledge Base website. It is free and takes only a few minutes.
  • Step 2: Read the eligibility requirements in the CEDAP Briefing Book. Click on the "Use the Knowledge Base as a guest!" button. (If you have questions about your eligibility, direct CEDAP questions to the SLGCP Centralized Scheduling and Information Desk (CSID) at (800) 368-6498.)
  • Step 3: Start your CEDAP application: The first phase of the online application is eligibility and you will need to ensure your organization didn’t already get money from the Urban Areas Security Initiative (UASI) in the last year. If you are not sure check table #2 on page #3 of this document.
  • Step 4: Complete the CEDAP application. A printable version of the online form from last year is available here: PDF (This year’s also includes CounterMeasures as a selection at the bottom. Make sure you fill it out completely. Remember that CEDAP focuses on sharing, joint training, operational planning, information sharing, etc, so focus on that and emphasize WE not I.)

Why was CEDAP established?
Congress established CEDAP to ensure that law enforcement and emergency responder agencies, departments, and task forces can acquire, through direct assistance, the specialized equipment and training they require to meet their homeland security mission.

Does CEDAP offer training on this equipment?
Yes, training is a key element of the CEDAP program. CEDAP provides training on all of the devices and systems offered through the program to allow successful applicants to develop a basic level of proficiency with the items they are awarded. Most CEDAP award winners will participate in a mandatory training and delivery conference. Those agencies and departments that are awarded more complex systems may also receive training on-site at their agencies.

What is the deadline to apply?
CEDAP utilizes an on-line application on the Responder Knowledge Base. The application period ends at 2359EDT June 29th, 2007. It is important to get your application started early because it does require as State Administrator to concur with you application. CEDAP will automatically email the appropriate State Administrator to obtain the necessary endorsement, but is advisable not to wait until the last minute.
