Inspection / Assessment Features:
Countermeasures™ guides the assessor through an intelligent, role-based, context-sensitive computerized survey on the included ruggedized computer. The assessor selects the type of inspection and defines both the environment and attributes of the facility. The software then steps the assessor through the assignment of asset values and local threat data. Finally, the assessor is presented with a list of controls based on the environment and attributes of the facility or information system being assessed. The base set of inspection criteria is from the FEMA “Reference Manual to Mitigate Potential Terrorist Attacks Against Buildings” (FEMA 426), and additional inspection regimes are available for assessment:

- Anti-terrorism Construction Standards
- Information Systems

While on site, inspector has access to complete descriptions and references for all inspection items. The CATCHER™ handheld hardware, included in this package, also provides the inspector with:

- Digital voice recording
- Fingerprint scanner
- Wireless connections
Analysis Features
Once the data collection is complete, an inspector/analyst can use the CounterMeasures™’ powerful analysis utility to create a current snapshot of the organization’s security posture. Easy-to-read graphical outputs assist analysts and managers to determine which facility is most vulnerable and what vulnerabilities exist (blast effects, unauthorized entry, etc.). Analysts can then perform a “what-if” analysis to determine which additional controls, if implemented, will improve the organization’s security posture the most. This analysis can be performed on the inspector’s handheld computer.
Comprehensive Reporting
After completing the data analysis, the organization can utilize CounterMeasures™ automated report generating utility to produce an MS-Word Risk Analysis Report and a MS-Excel Risk Analysis Report that shows risk information in tabular and graphical formats. CounterMeasures™ also includes several other automated report formats including cost/benefit and control implementation management.
Management Benefits
Additionally, an organization can use CounterMeasures™ Risk Management Utility to track the implementation of those controls. For each facility improvement, the program tracks to whom it was assigned, when it was assigned, due date, and actual completion date. Once the organization has implemented an additional control, CounterMeasures™ automatically updates the organization’s security posture and reflects the change in the graphical outputs and reports. The program can be run as a stand-alone desktop or laptop program or can be installed on a local area network. An optional web-based survey module is also available.
Training
CounterMeasures training is conducted at the client’s site, at no additional charge. Training covers the principles of risk management as well as the specifics of how to use CounterMeasures to implement a risk management and assessment program. On-line training will be accessible after the on-site training.

Target Audience: Fire, police, government officials, and other emergency personnel may all use CounterMeasures Risk Analysis Software to more thoroughly understand their agency's or community's vulnerabilities and assist in recommending countermeasures to mitigate the accompanying risk.
